The National Driver Register (NDR) Problem Driver Pointer System (PDPS) is a computerized database of information about drivers who have had their licenses Suspended, Revoked, Denied, or Cancelled, or who have been convicted of serious traffic violations (e.g. Driving Under the Influence (DUI) or Leaving Scene of an Accident Resulting in Death). Each state’s motor vehicle agency enters into the computer system the driver’s information regarding any license restraints and serious traffic violations.

Whenever a person applies for a new license or to renew a current license, the motor vehicle agency is required to check the PDPS to see if there are any reported problems or license holds. If the person is listed as a problem driver or is listed as having an outstanding hold, the driver’s application for a license or renewal will be denied until the problem is remedied and the computer hold is cleared. Thus, the NDR enables a state to prevent a person with a suspended or revoked driver’s license from obtaining a driver’s license in another state.

What Information is Recorded in the Problem Driver Pointer System (PDPS)?

Each state’s motor vehicle agency is required to enter information in the PDPS whenever a driver has:

A Suspended, Revoked, Denied or Cancelled driver’s license or driving privilege.

Been convicted of DUI, DUI Per Se, DUID, DWAI, UDD or Habitual User.

Been convicted of a traffic violation arising in connection with a fatal traffic accident, reckless driving, or racing on the highways.

Been convicted of failure to render aid or provide identification when involved in an accident which results in a fatality or personal injury.

Committed perjury or the knowledgeable making of a false affidavit or statement to officials in connection with activities governed by a law or regulation relating to the operation of a motor vehicle.

What Do I Need To Do if I am Listed as a Problem Driver in the PDPS?

If you have found out that you are listed as a Problem Driver in the PDPS, you must resolve the underlying matter with the state that entered the hold into the computer system. This means that you may need to take care of an outstanding traffic ticket or arrest warrant, serve out a suspension or revocation period and then get a Clearance Letter, or resolve any other outstanding matters with the state that placed the hold.
